One issue is that races who's economy are tied to research are at a disadvantage with hard tech.

This includes AR, and races with TT (including some CA races).

Conversly, Races who's economy are not tied to research benefit in relation to others. So a tri-immune HE is more doable with hard tech than otherwise.

I think -f races don't do as well in this kind of universe. It is harder to get benefits of early tech in the bank.
