I received an email from him indicating surrender due to his being overrun by a neighbor. Therefore I have set him to "pink" status and will not be seeking a replacement. He is free to return if he wishes.

I know that this does effect the balance of power in the game since a few races suddenly lose a threat from a certain quarter.

The alternatives are:
1. Leave it as a race that has fallen into internal chaos; i.e. no one submitting turns.

2. Put the game on hold until (and if) I find a replacement player. My opinion is that this is unfair to the other players and also disruptive to the game flow.

3. Seek a replacement, and in the meantime allow the neighbors to chew on "idle" race. That will leave even less for a potential replacement to work with.

4. Seek a replacement, and in the meantime declare their worlds/territory "neutral" and not to be trespassed on. My opinion is that this is unfair to the races that have spent resources, minerals, and effort in pushing the Sea Monkeys to this point.

5. I temporarily take over Sea Monkey defense. My opinion of this is that it heavily erodes my neutrality as an observer only -- too easy to suspect that I'll tap the Mad Scientists scouting and other connections.

I also note that one reason I chose option #1 is that this was a voluntary surrender - not a sudden drop where the player can not be found or contacted further.
