True, when you're SD your minelaying is probably always superior to everyone else, except maybe another SD, so transferring minelayers is wasting slots.
However other specialised designs are worth sacrificing a slot, like getting robber baron ships from an SS, or 98% cloacked pen scan scouts (type not hull) all over the place ... Hm, maybe a 98% cloacked rogue scanner+sweeper+minelayer would be an "alien" minelayer design I would keep as SD, but here the minelaying would be secondary ...
