One could always hoard a horde of ships.
Not that that's going to help against the IS horde, whose hordes are probably going to be better.
I'd expect any IS horde to be Frigates with croby sharmor and either the minigun or the bazooka phaser for armament. That's tough to compete with if you're at the same tech level or less than the IS.
Not speaking from experience, but I'd think the best defense against the THREAT of an IS horde would be a tech race, as Sotek mentioned. The croby-equipped frigates don't seem so frightening if you have tech 10-14 in some primary fields of research. Against a horde that's already attacking you, I dunno. It's hard to out-tech someone who is conquering you as you research. If you're nowhere close to being able to field at least jihad cruisers at the time an IS has a horde of well-armed croby-equipped frigates hounding you, it's probably too late for you, "adios amigo". Maybe that's where diplomatic manuvering comes into play, and of all the things I am least qualified to speak on, that's the list-topper. If you don't have jihad cruiser tech and diplomacy isn't the answer, I say reconsider your game strategy which allowed your IS opponent to create a horde of tech 7 warships while you did....what? Just for future reference.
Idle speculation is all I have to offer though. No experience, sorry. There are better qualified others who will either reinforce my opinion or let the world know that as usual, I'm all wet.
