Right, that seems to have solved it. I set the fleets on waypoints at least 65ly away. The heavy fields are now r=9ly, so expected hit% is 42%. Four random directions gave 40-43% chance of hit after 500 trials, which is within chance.

Thanks for the pointer, I never thought to vary the waypoint distance...
