I was trying to switch who invades who's tech trade planet without one of us missing a turn's chance to gain tech.

I have another question, too. I noticed that one of my DD fleets did not attack someone who was marked as neutral, with battle orders set to attack enemies only. Another DD fleet did with same battle orders. The first fleet was alone, the second fleet joined battle with my ally's DDs, and my own DD made the kill. I've since removed that neutral status, but what gives?
