Actually, I forgot the 1.1. So it's more like 19M with Planetary Shields and 21M with Neutron Shields.
OBRM is largely cancelled out by dieoff. An OBRM 300% hold is 3,036,000; the other 264,000 is only there between freighter growth and planetary growth.
IIRC (and according to Posey's spreadsheet) bombs don't cost extra for IS. However, they don't get Smart Bombs.
EDIT: Also, note that I used the absolute brute-force numbers for bombers required. The two-player bombing tactic reduces the number of B-52s to absolutely guarantee a planet wipe from 121 to 22 (19 LBU-74 bombers guarantees 100% installation kill against an OBRM JoaT HP, 3 Cherry bombers for the higher player number gets 100% pop kill). The lesser finesse required and the preservation of factories/mines may still make an offensive orgy worth it, though, outside of the "overpopped IS" worst-case scenario.
