HE (in the hands of any non-idiot player) is considered to be unbalanced, and nobody cares about your lack of stargates. I remember that quite clearly from 15 years ago. From reading posts here (see All the Simple Races 1) it would seem to still bear out as true.
CA specced right seems to have the same problem.

I love the no comms rule, as long as we make it reasonable. No comms needs to be no overt, complicated comms like words and messages. There was a recent argument about the definition of "no" and "comms" and in my opinion, it went WAY too far. The very simple fact that we're all playing a game together is the literal definition of some form of communication. Seeing each other's fleets is also communication. If we get all freaked out because somebody dropped minerals somewhere, we're just getting upset about the literal definition of no comms while forgetting about the spirit of it. The intention is twofold: stop blowing all your time on comms, and stop multiple players from ganging up on one. Both of those things have a detrimental impact on the game. We need to all agree on that subjective purpose, because no comms is VERY gray and cannot be truly enforced in an objective way. It will ALWAYS be a judgement call.

On the no comms note, I think a game where there were matched pairs of allies would be VERY interesting. Doesn't have to be this one, just a thought for any future game.
