another newbie question

I'm currently relearning the game manually by playing the humanoids.

when i go to colonize a planet and then add mines and factories, it sometimes only lets me build 40-70 of each Sad

why is this? do note: some of the planets were yellow (terraformable)

EDIT: the green ones (aside from my HW)can have alot more but not max ammount
