slowtech is AR killer. That makes another race banned - AR, IT, PP, CA. 2 races handicapped. 2 races(WM,SS) have their technology advantage neutralized by acces to scraps that can make things even.

I remember this issue from lowtek, but i think that diplomacy, not monstrous eco of HE spoiled that game. I agree, that proper design of HE, in no comm game in dense/distant galaxy will be difficult to counter.
