With Weapons forced expensive and slow tech, you might watch out for the min damage bug. This could happen if players use beta torps for any significant period of time. This doesn't happen in most games where weapons tech is easy to get. I saw the min damage bug happen in a Stone Age Slaughter game that I hosted when a defender gated in many small stacks of beta DDs to defend a planet. We had to write some special rules in the middle of the game to deal with this.

Some of the things we proposed were a ban on beta torps, or only allowing beta torps on starbases or only in stacks of certain size.

Something to think about before the game rules get finalized.
