bystander said I needed to make/earn more recourses (or some kind of stuff), but, I couldn't colonize some planets due to limited fuel. however when I saw that I had fuel cargo ships I should have used those but I had no need to. I had enough stuff, planets and ships to destroy him if you take a look at my game files below
