I would say CC as well, since BB should still be far away in a Tiny Sparse (economic limitation). CC is the first hull which allows you some customization possibilities and quite good counter designing. And it's far superior to DD or FF if you have RS as a LRT. They can gate, although it's not so important in a Tiny, but still vital if you are defending with your reserve army.
