Starting out without ABBS, and with hard tech means that any starting tech advantages lasts longer.

Nothing in the starting conditions really put CA at a disadvantage, sure normal engines is minorly annoying but ...

IT is a strong race in many universes, here is no exceptions. As the PRT shows a strong reliance on gates, perhaps requiring CE may put some uncertainty in the player's game plan.

Clumping mitigates the problem of slow starting engines. IT and PP start with 2 clumps.

Yes no ABBS encourages HP races but the 1000 colonist produce 1 resource rule prevents that.

Weap and Con +75% not a handicap for CA in a no tech trade game?

Forcing IT to take CE not a bad idea, making for less available LRT's before penalty as well as its inherent effects.

While I like clumping the two starting planets = 2 starting clumps comment did it for me, galaxy clumping is out.

Ive just had a thought instead of adding disadvantages to IT lets weaken the advantage, what if we dropped universe size to medium? Wont be able to go too far before you are on someones lawn.
