On the test beds I ran on this so far I've found that the biggest advantage IT has is the "Galaxy clumping"

I've overwritten them now but say it averages out to 1.5ly travel time between clusters for PVT's full of cargo. The IT only has to do it once per cluster, after that he saves .5lys per jump per year.

AND he gets a .5ly advantage on the return trip until other players get gate tech. Now a JOAT with IFE & IS, so both Prop & Const cost 50% less, starts with Prop 4, Const 3 but still needs 1490 resources to get a Stargate 100/250

To balance it a little, IT can not build a gate for (10, 20, whatever) years

I don't know if that will work but it my only idea right now.
