Yup. SOP is to set the designs (hulls components everything) to 0 cost(including tech requirements), build the requisite ships with any other race, transfer them to the observer race. After that just use an unmodded host exe.
As long as you don't want uber-scanner ships and have co-operative player(s) to be builders you don't ever need to start late(tho you will need manage the files yourself and submit the files to AH after the transfer.
