Yeah, I can confirm: kill this special HE-branch on sight and as soon as possible or it will prosper and spread like a pest.

In a small excursion to "how to kill an IT" here some short remarks on "how to kill an HE-pop-monster":

1. step: containment
Identify the threat and if it is a 2i-1narrow race try to determine as best as possible the values of the narrow hab. Make sure to guard those planets not yet colonized but suitable for the HE-monster.

2. step: attack
Thsi HE-monster comes like a wave. But nevertheless it shares the one big disadvantage of all HEs: no gates. So it is imperative to take the initiative to attack and to attack very decisively with a force to overwhelm the enemy at your point of attack. And you need to keep the speed and inititive to drive your attack into the HE-territory like a wedge. Quite a logistic endeavour since the HE will gain more and more logistic advantages the deeper you manage to drive your wedge into the HE's territory.

Ideally you manage to cut the HE territory into several parts to make full usage of the HE's absence of gates. This way you can use the old Napoleonic strategy of dividing the opponent's forces and kill off the parts with superiour forces.

If you see the HE gathering a too strong force for you to defeat or a force able to stop you, do NOT engage but make a tactical retreat. Use your gates! Be fast and move your attack force(s) to another spot and strike again. You should be faster than an HE without gates.

3. what a hassle
Defeating an HE is quite a hassle: even though the HE's planets are in comparison to your planets "only" 50%-planets, you need to get rid of them with fully outfitted bomber-attack-fleets. No way around it.
But make sure to go for the most important HE's planets first, those which are the big fat green ones. This HE-type has pop plenty and might colonize also red planets, don't bother with them in your 1st or 2nd wave of attacks but mop them up afterwards.
Remember that each of your developed planets is most likely worth 2 HE-planets. So keep this in mind in case you need to apply guerilla tactics which are due to this reason more difficult to apply effectively but nevertheless possible due to the absence of gates on the HE-side.

4a. victory and then...?
It's not easy to beat this HE-type. Even more difficult it is to survive AFTER you have won against the HE because you might have lost speed and development relatively to the other players who had not to defeat this HE.

4b. doomed
The easiest way to loose vs an HE: allow the HE to take and to keep the initiative when and where to attack. Without gates the HE needs quite some time, preparation and moving around forces to gather a suitable attack force. If you allow this you are fighting on your opponent's terms which, not only vs HEs, is always the most difficult fight.
