We have been letting devs close them themselves, although in some circumstances I will ask for someone else to test, especially if the issue was not very clear to begin with or if there is likely to be a windows/linux/mac compatibility issue.

We might want to implement more stringent quality controls when we get closer to 1.0. However for a long time we only had one or two active developers so requiring a second dev to test and close a bug would have been impractical.

I have not used bugzilla much but I am happy if someone wants to set it up. I am not sure if you need admin privileges to do that.
