I think that either approach is valid and each has advantages and disadvantages. Storing and tracking the steps taken by the player to manage fleets and production queues would eliminate the posibility of accidentilly copying state that is invalid, but may be very complex to implement and to debug.

Taking an "orders state" and using it to determine what was changed and if that was vaild must be done very carefully to avoid copying invalid state, however it may be easier to achieve from the current code base and simpler to debug/maintain.

Who is going to do this? I suggest that whoever wants to take the lead on implementing one of the "verified orders" options pick the one they want to work on. We do not need the best solution. We need a workable solution that someone has the time and interest to implement. It may be that a more complex solution is more interesting and therefore what you want to spend your time doing (ala XML). Alternatively you may have a clear idea how to do it your way and that is the way you are going to do it.

This is not a democracy, it is a meritocracy. Discussion of options and ideas is encouraged, but ultimately it is up to you as a developer to decide what you will implement. If your solution does not work well and someone else has time and skill to do it better, they will. If your solution does work well then we have plenty of other things to work on.
