Why is a right-shifted hab cheaper than a left?

In the race wizard, right-shifted habs appear cheaper than left-shifted habs. Strategic implications aside, is there something about the distribution of planets that makes left or right shifting better or worse? Or is it simply one of those strange behaviors of Stars?
