That's related to the Starbase going missing bug. It's probably my fault, as it occured during the whole Reports/Ids refactoring.

Try checking the Intel.LinkIntelReferences and the ClientState.LinkClientStateReferences methods, as they assemble object linking when restoring from XML. It seems as the starbase components are not being properly loaded.

This could also be related to the designs not being indexed by Id yet, which is what i'm doing now.
