When a proposed rule-change is defeated, the player who proposed it gets -10 points. Each vote that rejected the proposal gets +2 votes, while each vote that voted for the rejected proposal gets -2. Any vote on the said proposal that does not fall in either of the 2 categories gets -2 as well.
If the proposed rule-change is accepted, the player who proposed it gets +20 points. Each vote that voted in favor gets +5 points while all other votes on the proposal get -5 points each.
