It is an issue with 64bit issues as they don't support 16bit programs. 32bit versions still support 16bit programs.

Iztok is right that Virtual PC does it. I have tried it and tested it as mentioned here.

However I use VMPlayer as it is better than Virtual PC (in my opinion). The problem there is you need a Windows XP CD Key for it to work. The XP Mode for Virtual PC does not require a license.
