I've played games with and without IFE and ISb, and from just the speed-of-expansion perspective I'd say IFE is slightly better.
With IFE you can expand really fast and really cheap into a wast space - fully loaded 3-fuel-tanks PVT goes 230 LY far at W-9, and it has still fuel to return.
With ISb you can refuel at virtually any planet, but there's no guarantee planets will be properly spaced for you to go W-8/9 all the time. It is true you can build (cheap) boosters at those planets, but that takes away resources for infrastructure and research. The Dock is also at con-4. It doesn't look expensive, but in a "slow-tech + BET + con expensive" game it is. However in such conditions the Dock also makes quite a difference when it comes to the defensive strenght of a far-flung colony.
It really is hard to say what would be better without knowing exact game parameters. And even knowing them wouldn't make the task significantly easier.
