No, his logic is that with crap engines but ISB, you still have unlimited range as you can just throw up docks on reds if you need to.
With IFE but no ISB, your FM equipped ships have a longer range without refuelling... But not unlimited. Throwing up space stations takes a lot more effort than a dock. In a sparse universe, medium or larger, that could really cripple your expansion if you didn't plan carefully. So he wants to research to somewhere around prop 9 early.
If you were sly... Prop 5 would be ok, as you could chuck up 100/250 gates - more expensive than docks, but a lot cheaper than stations - and gate in fuel.
EDIT: actually... for SD you might even want to consider not taking NRSE. Minelayers are heavy, and SD ones tend to move around a lot... So scoops might be more useful than usual. But by the sounds you're too tight on points already.
