IFE/NRSE is fine if you have cheap or normal prop. By the time you need extended range past the FM, you will probably have better engines.
ISB/NRSE with expensive prop can get by for along time without good engines. Well, as long as you can planet hope to the next gas station.

Matt, have you inverted the rationale? Shouldn't IFE/NRSE be with prop exp?
