Well, pilgrim, that depends on what the others are doing. If they are building 3 or more capital ships vs your one every year, what do you think will likely happen.
Speaking from current experience:
I am in a game as a -f race (2nd) and have fought with an ally (4th) against four, three, and now two (1st & 3rd), races for quite some time. The time is in the Nubian era early 2520s and many of my planets have found first germanium and second iron to be in low supply on many planets. Thereby having to ship these minerals long distances to sustain warship production on many planets.
Also strong efforts have been made to recover salvage from big battles before the enemy does. The enemies have fallen behind in production probably because of less germanium. But also due to combat losses and slower production they are now almost outnumbered two to one and slowly slipping in stature.
My mining settings are 10/3/13 and I have twice the number of planets each of the opponents have so that accounts for extra minerals also. In order to keep a strong position the production has been about 3 Nubians from most planets every two years. The enemy has spent about 100,000kt+ minerals building chaff to counter the large missile fleets that were built in earlier years. That may have put a dent in his minerals also, he he he. Ten thousands of chaff might stop big fleets with missiles but they don't come free either.
PS You can trust the government. Just ask any Indian.
