I'd say:
a) 1/4. I might take 1/5 if I really had to.
b} 1/7

The most successful IT I've seen was a non-immune 1/2 race though in my first ever game. That race had an ally that was also IT & helped establish control of a large area but IIRC ended up with 170+ planets by 2500. My empire was 2nd biggest with about half as many.
