It's more that you don't get anything out of an AR world. Some minerals, sure, but no infrastructure. Worlds of other races at least give you mines, and maybe factories as well.

I don't view it that way. I love AR neighbors. They are usually an easy kill if you don't let them get the fountain up, and they barely touch the mineral concentrations. Sure you have to build infrastructure. However, for an IS with an Orgy, that is trivial. Just set your pop on the planet to 300% and everything builds pretty fast.
I would rather have intact min cons, then infrastructure. And, you still get another planet to create res for research.
