RB vs. OA

I've heard it said that the Retro Bomb is crap because the Orbital Adjuster does the same job, costs less, is available earlier, and is more versatile. I have a question about this: The Stars! Tech Browser says that the Retro Bomb unterraforms up to 1% per variable per bombing run, whereas I know that the OA does 1% total per turn.

So isn't the Retro Bomb better for offensive purposes, considering that it also has lower weight and can be mounted on a hull that isn't quite so fragile? Since it has 3 times the power?
