Which is correct?

Without testing: first +0.5 for WM, next -1 for ED. Means 1.5 is correct.

WM ship with 2 moves:
2 +0.5 = 2.5
2.5 -1 = 1.5

WM ship with 2.5 moves:
2 +0.5 = 2.5 (can't get higher than 2.5)
2.5 -1 = 1.5
