I like the idea. If I had time (or you wait some months until Bab5 is over) I would play.
I suggest setting a fixed change schedule (every 20 years perhaps) so you can prepare for the change.
Total randomness (which race will I get?) is interesting, but could be unfair. Though, I wouldn't give the same PRT to each player. I could live with such unfairness - perhaps the host could have an eye on it.
I would like to design my own race for each PRT, although I can understand that it may mean to much effort.
