It takes every year access to HST file, i am not sure if the AH allows it.

Mutations are drastic ... probably hard to plan things ahead? You hardly know about neighbours what they are now and you never know what they (or you) are 5 years later. In average there happen 2.5 mutations during 50 years. AR and HE are entirely too different so these better put aside. Nod

People dont evan know it at turn before it happens? That may mean like gating with cargo commands fail and illegal items building fails?

Other option is to let the people to design 8 races (one for each PRT) between what they will mutate, but then the event of mutation will take serious tool already and also most clever race mixer (plus lucky at lottery) will probably win there?

Overall ... sounds an interesting idea but maybe ... such a roulette does it bit too depending on luck?
