SPOOmun Complat vessels shall be destroyed should they enter Shadow Domains.

... Due to recent events, all SPOOmun Complat ships must be destroyed on entering Shadow areas. SPOOmun Complat has agressively destroyed Shadow vessels on peaceful duties and, we note that this has been assisted by Vorlons.
Shadows will defend Shadow space - All races are advised to push down SPOOmun Complat vessels and, Shadows will help were help is available.

Galactic Transmission:
SPOOmun Complat regularly destroys Shadow scouting vessels. Shadows will now destroy any SPOOmun Complat vessels around the Shadow sector in response.

Shadows certainly have the right to defend themselves.

I have the impression that, after carfully analysing those messages, it's possible to detect a hidden undertone of aggressiveness against the SPOOmun Complat.
