After trying out all the other suggestions, that proved to be the easiest way (no transparent graphics on most of my PCs video cards). The size is exactly the same and with some shifting around I can place the race wizard exactly above the planet window. Using a simple sheet of paper to measure, one can get the exact values (esp. when using the hab center to confirm).
