Just because it is nowhere written, HE has a higher cost for increasing amount and efficiency of facs above 10.
Difference between JOAT and HE cost for(no immunity, 9% growth):
5/x/5 35 points

changing fac cost, min cost/number/eff does not change the point difference, so HE is penalized compared to other races with expensive facs.
That means, that HP HEs are at least counting points less attractive compared to HG HP(whatever that is), than other PRTs, while HE -f have greater point advantage over HG HE than with other PRTs.
Differnce in cost for HG(1per10,12/8/16/yes/10/3/17), HP(1per25/15/7/21/yes/11/3/20) and -f(1per10/5/25/5/no/10/3/15), no immunity selected, 9% growth wide habs:

Things get even more difficult, because when i select a 3i race the cost increase and the difference also changes with growth rate.
So in summary HE pays more for good facs and the penalty gets worse if wide habs/ immunities or high growth is choosen.
