I've not tried this but how about drawing the scanned area, should work but I don't know about the speed.
Draw them at 100% in colour 100, then 99% in colour 99 etc. To check if a ship can be seen you just need to look at the colour at it's location which gives the % cloaking that can be seen at that point, ie if it's colour 65 then ships upto 65% cloaking can be seen, ships higher than 65% can't
