PricklyPea has modded a stars! version that produces files without encryption, probably published somewhere on his site. http://darkcluster.com/
For it you can make such a tool without having the encryption algorithm.
However:

All players have to use that hacked version to play their turns.

Files produced do not run on AutoHost.
Sad

Playing host (or whoever who has access to files) can merge all the knowledge into his history with your tool.

btw why you post same question to bar and freestars, HWF isnt usenet. Easy to read all at once. Rolling Eyes
