 Expanding on my idea of Protectorates
Orginal player as Protectorate
In history the current King/Ruler would often accept client status in order to hold onto power, particularly if they still had an army and territory but were likely to lose it if they continued fighting. Also frequently they said OK I submit, and changed their mind as soon as the legions marched elsewhere.

From the point of view of the conquerer it made more sense to not fight troops that they could instead use against their other enemies.
This would work well and the conquering of the Homeworld would be enough to show superiority and allow you to offer them "Protectorate" status.
They could of course refuse - any race still fighting against the Conquerer could not have a Puppet King installed as the people wouldnt accept one

Puppet King as Protectorate
If the current ruler is killed and/or all resistance is gone (the player has dropped) anyone holding the homeworld could install a Puppet King (new player) who would rule the race in the name of the conquering player.

The Puppet King could of course decide they wanted to be a King in truth and rebel at some future date.

Victory conditions could be something like - have 3 protectorates and all races that are not a protectorate of another player agree that you are undisputed winner.
(this would stop some tiny player that was a protectorate of another from saying you didnt win and relying on the fact that in order to get him you have to fight through his Overlord first - in this case in order to say you didnt win he would have to rebel and face his overlords wrath (and then yours))

Of course idealy any player that had protectorates would consider themselves in a position to challenge for the lead and would not surrender but would instead try to subvert your underlings ("Why be his dog when you could be my ally").

PS - I really am starting to like this idea and if a game along these lines starts I would probably play (I am moving house - but should have some free time in 4 weeks Twisted Evil )
