In order to rebel there must be a rebellion leader.

My idea
- If you take someones homeworld, you can offer them "protectorate" status. You return their homeworld to them and they have to now work for you.
- If someone drops (and you have their homeworld) you can appoint a governer to look after the "Protectorate".
(this person could come from a list of people waiting to join).

A protectorate can rebel at any time (whereas an ally normally has to notify the end of a treaty).

Victory conditons - Strictly One winner, no allies.
The winner then chooses who came second, third etc out of their protectorates.

This should be interesting in many ways - your first protectorate may well rebel late in the game when you get a new one and promise the new one second place.

In the begining most people will have allies, as you gain protectorates you may want to drop your allies. Sometimes you may cancel an alliance only to have all your protectorates rebel at the same time.

How much you demand from your protectorates will also influence the chance of rebellion (he wants all my minerals - If I give them to him I will never be able to fight, might as well rebel now!)
