Between friends and neutrals of course. Not that obvious amongst enemies. Speaking as the host: I can't control it of course since that would go via email. But I doubt that you will communicate a lot with your enemies, they haven't much to offer you, in battles you will alwyas engage eachother and the enemy status prevents ship exchange ...
