Battle plan has nothing to do with _hitting_ minefields, that depends on "the friend or not"-setting in the turn of the minefield owner.
If you mean sweeping: using orders to only attack enemies means that your ships will _not_ sweep minefields of neutrals.

And starbases follow the default battle plan regarding "Attack Who", so they will also not attack neutrals.
Mind that starbases do NOT follow the default orders regarding _which_ target (ship type) to fire on first!! That's ALWAYS any, both primary and secondary ...
