Impolite or Threatening Communications......Ban for 1 Turn
Combat against Unarmed Vessels..............Ban for 8 Turns
Combat with Armed Vessels (1)...............Ban for 5 Turns
Bombing Occupied Planets....................Ban for 8 Turns
Dropping Pop (2)............................Ban for 6 Turns
Packet Flinging (3).........................Ban for 4 Turns
Aggressive Mineral Transfer (4).............Ban for 3 Turns
Placing Minefields (5)......................Ban for 2 Turns
Detonating Minefields.......................Ban for 6 Turns
Negative Terraforming.......................Ban for 5 Turns
Colonization War (6)........................Ban for 1 Turn

(1) The attacking player suffers the penalty. This is determined by battle orders. If both players have orders to attack each other, then the player that fires first in the combat VCR suffers the penalty... UNLESS an orbital installation fires first. Then it shall be considered that the Starbase/Stardock/Fort is under attack, and therefore the defending side.
(2) On a populated planet belonging to another player, obviously.
(3) Only if the packet causes damage upon reaching its destination.
(4) This will probably only apply to players using PickPocket and RobberBaron scanners.
(5) Only when the mines are laid by a ship which is;
...(a) in deep space,
...(b) orbiting a planet not belonging to the mine-laying player.
(6) This refers to an incident where two races try to colonise a planet at the same time. IF (and only if) there is a surviving side, then that side shall suffer the penalty.

Any race perpetrating a despicable act will be named and shamed in this forum!
Please note that contravention of the the armistice conditions should be reported within 2 years of the incident occurring.
Also, anyone can report rule breakages, not just the "victim"...
