)...the problem of mixing the ranks comes from the fact that Warrant Officers(NCOs non-commissioned officers) wanting to move to a commissioned rank(Ensign->Admiral) usually get recognition of their experience and move directly to Lieutenant rather than serving(or suffering) as an Ensign.

I wasn't aware of that. I don't want to remove Ensign though, so perhaps the current rank structure is fine.
