Makes ISB nicer too.
Consider reducing the fuel capacities for capital ships (BB, DN) and bombers, as well.

Chaff sweeping is a problem?
SD is a wee bit too strong as it is. If you're going to change anything with mines, remove the 512 field limit and boost the point cost of SD to around where SS is.
If you remove chaff sweeping, maybe you could add in remote detonation of heavy, or even speed bump mines (freezing everything inside)? Just a thought, may be too unbalanced.
