Fast enough growth rate is the prime trick.
Second thing is to have access to enough planet, so the pop can grow. Here the main trick is to have IFE and Privateers with 3 fuel pods, that way you can travel 3 years at W9. Pop will waste less time in space and enough planets are in reach even with 1 in 10 hab.
