Here's another variation of a solution:

Play continues until either all players concede victory or have otherwise dropped out. If everyone misses (x) amount of turns, the last race to submit a turn wins; if this is a tie, the last race to get killed wins.

No one will want to concede victory to someone they wiped out, and any protracted turn-generating marathon will eventually result in someone thinking, "this is boring, and I don't want to risk missing (x) turns in a row down the road due to a vacation or something. Let's make this interesting," and attack somehow.

Not a very nice way to set things up, but effective.
