Are you after a way of trying to entice PP players into games, or permanent changes to the game balance ?

PP does have the terraforming ability.

I know people think it is not that worthwhile.
Maybe it could be slightly cheaper - say 50kT for a 50% chance of terraforming (and 500kT for the permaforming).
