Laying on arrival

OK, I'm missing something here.

I have 20+ minelayers roaming around enemy space in my current game. To avoid being intercepted, they never stop for long and are constantly changing direction and speed.

I'm dependent on the "laying on arrival" feature of the SD to lay down disruptive minefields. The problem is - half of the time, my minelayers arrive at their destination and then do nothing. I can see their orders are set to lay mines, but there are no minefields.

Anyone else ever see this issue?
