I'll assume OBRM Cool

So with that assumtion, It depends on game parameters and on the race I choose. As a strict NON-AR player I don't recall ever choosing ARM, and usually choose OBRM, although some races need remote mining in which case I select neither.
Usually the choice is based on RW points.
